财政扶持农民专业合作社的瞄准机制研究——基于东部某市农业综合开发产业化经营项目的思考

摘　　要：在我国农民专业合作社快速发展的过程中,与其相关的财政扶持政策先后经历了探索发展、丰富深化、稳步推进阶段,形成了较完善的财政扶持政策体系。但在财政扶持农民专业合作社发展过程中,以项目为载体的瞄准机制从项目筛选到扶持对象选择到扶持环节确定都存在一些问题,需要通过合理筛选项目、科学遴选扶持对象、优化扶持环节、加强外部监督等来提高财政扶持农民专业合作社的目标瞄准精度,以最大程度地发挥财政资金的使用效率,确保农民真正受益。During the rapid development process of farmer cooperatives,the relevant financial support policy has gone through three stages-exploring and developing,enriching and deepening,and steadily promoting,and formed a more perfect system of financial support policies.However,in the process of financial support for the development of fanner cooperatives,there are some problems in projects screening,supporting objects selection,and supporting links determination regarding the targeting mechanism based on projects.It is necessary to improve the target accuracy of financial support for the development of farmer cooperatives through screening projects rationally,selecting supporting objects scientifically,optimizing supporting links,and strengthening external supervision,to maximize the efficiency in the use of financial fund and ensure that farmers benefit.
