实施《2011—2020年奥运争光计划纲要》的战略定位与路径选择

摘　　要：面对以科学发展为主题,以转变发展方式为主线的社会转型、全面深化改革、建设体育强国及全球化、产业化、政府干预强化等国际竞技体育发展趋势,实施《2011—2020年奥运争光计划纲要》,在战略目标上应从单纯追求"奥运争光"转向"全面提升竞技体育整体实力和国际竞争力",推动竞技体育由"赶超"发展转向协调可持续发展。在具体实施过程中应按照"管办分离"的原则要求进一步完善举国体制,调整项目布局,推动项目均衡协调发展,完善利益协调机制,调整利益关系、创设多元主体平等参与的发展格局;运动员培养要以人为本,全面发展,拓宽培养渠道,创新培养模式,完善运动员保障体系;转变竞赛组织模式,充分发挥竞赛多元功能。In the context of scientific development, social transformation, all-around deepening of reform and construction of sports power featuring by development mode transformation, as well as the develop- ment trend of international competitive sports of globalization, industrialization and government interven- tion, the implementation of Olympic Glory-winning Program Guidelines 2011--2020 should be strategical- ly transferred from the pure pursuit of ＂Olympic Glory-winning＂ to enhancing the overall strength of competitive sports and international competitiveness, as well as from the ＂catch up and surpass＂ develop- ment mode to coordinate and sustainable development. In the implementation process, it is essential to fur- ther perfect the whole nation system in accordance with the requirement of management-operation separa- tion by adjusting the relationship of interests and creating a development pattern where multiple subjects can compete equally. We should adhere to a people-oriented and comprehensive development approach, widen training channels, innovate training mode and improve the security system for athletes in athletes training. It is also a necessity to change the competition organization mode and give full play to the multi- variate function of the competition.
