摘　　要：大学自治在西方社会早已成为一种惯例和常理,这与西方在中世纪时期诞生的"市民社会"一脉相承。大学章程建设情况是大学办学自主权是否得以良好实现的"晴雨表",从大学章程的制定现状可以管窥大学办学自主权的实现情况。大学章程作为大学办学自主权实现的宪章,亟需在我国公立高校予以制定并发挥实效。University autonomy in western society have become a custom and common sense long before,which is originated from the ＂civil society＂ in middle ages. As the development situation of university charter can be seen as a ＂barometer＂ of the university autonomy, so we try to use this perspective to study the realistic situation of university autonomy. Charter are the base of University autonomy, its development and effectiveness are urgently needed in the public institutions.
