工程监理转型项目管理能力提升研究

摘　　要：工程监理制度作为强制性制度在我国全面推广,受条件约束,我国监理业务一直在施工阶段全面铺开,其他阶段尚未完全实施。2004年国家出台的总承包和项目管理指导意见,使监理行业的发展有了进一步扩大的空间,国家鼓励监理企业向项目管理领域拓展业务。本文通过对监理企业实施项目管理的弱点分析,对监理企业转型能力提升提出了一些建议。The project supervision system as a mandatory system has been promoted comprehensively in our country, and the supervision industry is also growing rapidly. However, owing to the supervision busi-ness is only in the construction phase, and the business scope is narrow which limits the further develop-ment of supervision. Our country issued a series of policies to encourage designing institute, supervision en-terprises and other capable engineering enterprises to expand their business to project management. The pa-per analyzes the weakness of supervision enterprise in implementation of project management, and puts for-ward some suggestions to enhance the supervision business transformation capabilities.
