基于熵权的矿企绿色行为影响因素分析

摘　　要：以问卷调查为基础,选取企业性质等13项指标,利用熵权多指标综合评价方法对矿企绿色行为影响因素进行分析。通过建模计算,各项因素对矿企绿色行为影响程度存在差异:技术水平及治理成本对矿企绿色行为存在非常大影响;企业利润水平、高管环保意识、政府监管制度、政府监测能力、政府奖惩力度、公众对环境敏感度、公众参与能力等对矿企绿色行为存在较大影响;企业性质、企业规模、公众参与意愿、公众参与平台等因素对矿企绿色行为存在一定影响。建议:(1)加强技术创新,健全技术创新机制;(2)推行绿色补贴,缓解成本压力;(3)提高政府监管能力,保证对非绿色行为处罚力度;(4)积极发展混合所有制经济;(5)提高公众环保意识,畅通公众参与渠道。On the basis of the questionnaires, this paper is analyzed the effect factors of green behavior of mining firms by using a method of multi-objective synthetic evaluation based on entropy weight. Through the calculations with modeling, it shows that the impact of every factor on green behavior of mining firms is of difference. This means that green behavior of mining firms has been greatly influenced by technological level and governance costs. There is also a big impact on green behavior of mining firms in these aspects such as the profits of the enterprise, environmental awareness of top managers, the government-supervised system, government monitoring ability, government efforts in rewards and punishments, the public sensitivity to the environment, and the ability of public participation. In addition, a certain impact is existed in these aspects： features of enterprise, enterprise scale, the will of public participation, platform for public participation. On account of this, this paper is suggested that we should step up our technological innovation efforts, and improve the mechanism in this regard. We should implement green subsidies with a view to easing cost pressures. The supervisory ability of the government must be raised; and severely punishing those who violate the law and discipline on green mine construction. We must develop multi-ownership economy; raise environmental awareness of the public; and open public participation channels.
