城市生态恢复力综合评价体系构建——以上海、香港、高雄、新加坡为实证  

Building Comprehensive Assessment System for Urban Ecological Resilience——Empirical Study of Shanghai, Hong Kong, Kaohsiung and Singapore

摘　　要：以上海、香港、高雄、新加坡四座城市为实证,通过数据调查,构建包含城市治理、社会抗逆性、经济恢复力、城市自然环境、城市能源、基础设施及服务、交通运输、住房建设、商业及工业9个子体系101个三级指标的城市生态恢复力综合评价体系,运用相对分析法,对该四座城市生态恢复力进行初步研究。结果显示:四座城市生态恢复力指数值在0.66-0.74之间,新加坡表现最佳,其后依次为香港、上海和高雄。说明高密度的人口压力和极其匮乏资源条件下,政府及民众重视城市生态文明建设并采取有效措施可以提升城市生态恢复力。对后续研究的建议:综合参考城市实际情况,给予相应系数值再评价;建立全球城市数据库,将相对分析法中最大/最小指标值数据来源扩大再运算,增加评价的客观性。Urban governance, social resistance, economic resilience, urban natural environment, urban energy, infrastructure and services, transportation, housing construction, commercial and industrial 9 subsystems and 101 tertiary indicators are the major constituents of the comprehensive assessment system for urban ecological resilience. Through survey data, this paper makes a preliminary study on ecological resilience of Shanghai, Hong Kong, Kaohsiung and Singapore by using the relative analysis method. The results show that the ecological resilience index values of these four cities are between 0.66 and 0.74. The best is Singapore, followed by Hong Kong, Shanghai, and Kaohsiung. This means that under the condition of high-density population pressure and extremely scarce resources, the government and the common people should attach great importance to promoting urban ecological process and take effective measures to improve urban ecological resilience. Finally, this paper gives some suggestions for future research. These are： reassessing the corresponding coefficient value based on the city＇s actual conditions in a comprehensive manner; establishing database of global cities, enlarging and re-computing the maximum/minimum index data source in the relative analysis method with a view to increasing the objectivity of the evaluation.
