摘　　要：全球和区域碳汇是全球变化研究和生态学研究的核心内容之一。为应对气候变化,世界各国各组织都在积极行动。本研究深入剖析了通辽市的植物资源、宜林区域及发展碳汇工程的基础条件,提出碳汇产业的发展思路及原则,确定碳汇产业的建设目标、碳汇工程的技术路线及技术指标,最后对发展的综合效益进行评价,制定产业发展的保障措施,进而形成完整的碳汇产业发展规划思路,为生态脆弱的欠发达民族地区的碳汇产业发展提供借鉴。Global and regional carbon sink is the core matter of researches on global change and ecology. Every country and organization takes positive action to face climate change. This paper takes carbon sink industry of Tongliao as entry point to deeply analyzed plants resources,suitable forest zones and basic conditions for developing carbon sink project of Tongliao through analysis of basic current situation and problems of the case study area. Then,development ideas and principles of carbon sink industry were presented. Construction goals,technical routes and index were confirmed. Finally,we evaluated comprehensive benefits and made out safeguard measures for industry development and then developed entire idea for the plan of carbon sink industry,which can provide reference for underdeveloped ethnic areas with fragile ecology.
