西部农村失能老人养老照护服务实证研究――以西安市农村为例

摘　　要：通过实际调研发现,现阶段西部农村在失能老人养老照护方面,存在着侧重经济生活保障、纯粹家庭照料等显著特征,面临公共照护服务制度政策缺失、公共服务资源严重匮乏、家庭照料者承受巨大身心压力等问题与困境。应从树立公共服务理念、建立照护服务保险制度、完善福利救助政策、调整基层卫生保健服务职能、发挥村级组织与社会组织作用等方面,建立农村失能老人照护公共服务体系,缓解家庭照料压力,提高农村失能老人的生存质量。Based on practical investigation, some problems with the aged care of rural disabled elderly exist in the following as- pects; mainly focusing on financial security and family care; faced with lack of public systematic; lack of public resources; Moreover, family caregivers are suffering great physical and mental pressure. It is essential to form the public service concept, establish a care in- surance policy; improve the welfare policy; adjust the function of fundamental health care services; and play the role of the village orga- nization and social organization. By building the rural disabled elderly care service, it will help to ease the pressure of family and im- prove the quality of life for the rural disabled elderly.
