民办高校分类管理的地方政策比较分析与建议

摘　　要：由地方政策推动民办高校分类管理的路径正在形成并逐步清晰,民办高等教育发展的制度性障碍在逐渐消解。但传统思维方式的束缚依然存在,尚有不少由路径依赖所导致的矛盾和不衔接。构建分类管理制度的目的是健全高等教育公共性的法治化保障机制,通过规则重构在结构上引导民办高校的多元化发展。As local policies are being made to push forward the classified management of private institu- tions of higher learning, the institutional barriers to the development of private higher education are gradually being eliminated. However, there are still some restraints of traditional mode of thinking, and also conflicts and inconsistence caused by path dependence. Classified management system is designed to establish a sound and complete legal guarantee system for the publicity of higher education and encourage diversified development of private colleges and universities through restructure of regulations.
