不同体育管理体制下竞技体育人力资源配置方式的探讨

摘  要:采用文献资料、对比分析等方法,分析了集中计划经济条件下的竞技体育人力资源的行政配置以及市场经济条件下的政府管理型、社会管理型与准行政管理型三种体育体制下的竞技体育人力资源的政府配置、市场配置及准行政配置的特点。指出单一的政府配置或市场配置存在"政府失灵"和"市场失灵",体育体制改革的趋势是政府管理与社会管理相结合的"结合型管理体制",因此,竞技体育人力资源配置方式也将趋向于政府配置与市场配置的结合;同时指出体育发展不同阶段人力资源配置的特点,认为我国竞技体育人力资源配置方式的改革具有长期性艰巨性。By using the methods of documents and comparative analysis,the article analyzes the administrative distribution of sports human resources under the conditions of centrally planned economy and the characteristics of government,market and semi-administration allocation of sports human resources under three sports systems of government type,social management type and Quasi administrative managementIn market economy conditions. And the article points out single government allocation and market allocation has problems of government failure and market failure. The trend of the sports system reform is“Integrated management system”which is the combination ofgovernment management and social management,so mode of management of Human Resources competitive sportstends to the combination of government allocation and market allocation. In the meantime ,it indicates the characteristics of human resource allocation in different stages of sports development ,and considers the reform of our mode of management of Human Resources competitive sports has a long-term and arduous.
