欧安组织在中亚的活动及评价

摘　　要：近年来,欧安组织在安全领域、经济与科技合作领域、人道主义领域等与中亚国家展开了富有成效的合作,特别是2010年哈萨克斯坦担任欧安组织轮值主席国期间对吉尔吉斯斯坦危机事件的处理更是扩大了欧安组织在中亚的影响。欧安组织与中亚国家合作主要通过设立项目、举办培训班、游说各级政府、建立良好关系等"软介入"的方式。近年来,欧安组织在中亚地区的活动拓展了中亚安全的外延,有助于中亚国家的现代化,上海合作组织应该借鉴欧安组织的某些做法。These years,Europe Security Organization has carried out fruitful cooperation with central-Asian countries in the fields of security, economic, scientific and technological cooperation and humanism. During 2010 in particular, when Kazakhstan held the post of chair country in turns in the organization to deal with crisis in Kyrghyzstan,the organization takes greater effect on central Asia. The cooperation between the organization and central-Asia countries is made by offering projects,training sessions,lobbying governments at all levels and establishing friendly relationship,known as'soft intervening'.In late years, the activities carried out by the organization have enlarged the connotation of central-Asia security and facilitated modernization in central-Asia countries,so Shanghai Cooperation Organization should learn from them.
