摘　　要：从文件档案管理中心的职能定位和实践经验看,文档中心承接了档案行政管理部门和机关档案室的部分职能,因此,它也是一个"业务外包"的过程。本文通过解读文档中心与档案行政管理部门和机关档案室的这种特殊"外包"关系,对文档中心的法律和职能定位提出建议。According to the positioning and practical experience of document center, the document center undertakes partial functions of the archives administration departments and agencies record room. Therefore, it is also an ＂outsourcing＂ process. Through the interpretation of the relationship between the document center and the archives administration departments and agencies record room, the article puts forward some suggestions on the legal status and functional positioning of documentation center.
