摘　　要：本文就国家标准《公共机构能源审计技术导则》的研制和提出背景进行了说明,对标准的主要技术内容进行了介绍,并对标准的作用和预期效果进行了分析,以期更好地理解和把握标准要求,促进标准的推广应用。This article illustrates the background and development of the national standard Technical Guidelines of Energy Audit on Public Institutions, introduces its main technical contents, and analyses its functions and expected effect to provide better understanding about the standard requirements and facilitate the promotion and application of the standard.
