摘　　要：文章对11部地方性图书馆法规或规章中关于图书馆设置的条款进行比较,分析存在的问题。结合广州公共图书馆立法实践,对地方图书馆立法中的图书馆设置条款提出建议:建立独立运作的乡镇图书馆;建设结构合理的公共图书馆服务体系;明确各级公共图书馆的投入保障。This paper compares the establishment of 11 libraries laws or rules and puts forward the existing problems. And it gives some suggestions on the establishment of local legislation according to the regulations of Guangzhou public library： establish rural and subdistrict library operated independently, construct a reasonable public library service system and contorm the resource input of public libraries.
