摘  要:管办评分离的关键在于教育管理权力在政府、学校和社会之间的合理重构。现代教育治理理念下,政府、学校和社会都是教育管理权力的主体,但三者所拥有的权力性质和作用各不相同。其中,政府拥有的权力是行政性的,具有宏观调控作用;学校拥有的权力在我国是准行政性的,具有微观的调节作用;社会拥有的权力是市场性的,具有监督与中介作用。要实现现代教育治理下教育管理权力的合理重构,必须坚持权责明确、权责非线性转移、分权立法、多元制衡以及权力重心适度下移的原则。The highlight of the separation of management, operation and evaluation is reframing the educational management power rationally among the government, school and society. By the ideal of the modern educational gov- ernance, au of the government, the schools and the society are the subjects of the educational management power. The educational management power of the government is administrative and macroscopic control; the educational manage- ment power of the schools is quasi-administrative and micro-adjustment; the educational management power of the society is market quality and play supervisory role. To rationally reframing the educational management power under the modern educational governance, there are some principles should be considered, such as clarifying responsibili- ties,nonlinear transforming power,decentralization of legislation,multiple power balance and moderate downward movement of the power center.
