秘鲁港口基础设施建设的机遇与风险分析

摘　　要：通过调查研究发现,秘鲁港口基础设施发展不均衡,总体发展水平比较低。在秘鲁经济持续向好发展、矿产资源加快开发、对外贸易规模大幅度提高的背景下,秘鲁港口基础设施必将迎来一个快速发展期。秘鲁政府通过多种方式积极推动港口基础设施的建设,中国企业可以把握机遇,加快参与秘鲁港口项目的 EPC业务、港口机械设备出口和港口投资。但是,为了取得最大的经济和社会效益,在秘鲁参与港口基础设施建设项目过程中,还需要注意避免或及时化解政策风险、汇率风险、法律风险、工会罢工风险和社区关系风险等。Through the survey method, we concluded that the Peru Port infrastructure development is unbalanced, and the overall development level is relatively low. By the continued development of Peru economy, the speeding up of mineral resources exploitation and the greatly improving of the foreign trade scale, Peru Port infrastructure is entering into a rapid development period. The Peru government takes a variety of ways actively to promote the port infrastructure construction. Chinese enterprises can seize the opportunity, speed up to involve in the Peru Port infrastructure projects through the EPC business, port machinery and equipment export and port infrastructure investment. However, in order to obtain the maximum economic and social bene- fits, Chinese enterprises should pay attention to avoid or resolve the risks, such as policy risk, exchange rate risk, legal risk, strikes risk, and community relationship risk.
