摘　　要：政府向社会组织购买公共服务既提升了政府的公共服务执政水平,同时又给社会组织的发展带来了机遇和挑战。社会组织自身能力的高低直接影响了政府购买的公共服务质量的优劣。基于社会组织承接政府购买的公共服务这一现实背景,本文以社会组织的组织治理能力和财务管理能力建设为核心,分析了由基金会提供资金、技术支持,支持型社会组织提供能力建设具体技术,操作型社会组织参与能力建设这一社会组织能力建设过程,以小额资助项目能力建设的实质效果为考察对象,从而提出了一种社会组织的能力建设机制。在此基础之上,本文认为基层政府可以从放宽注册登记管理制度,主动寻求与支持型社会组织合作,提供多方面的支持、重点培养潜在优秀的社会组织,注重地区性社会组织之间互动网络的建设等角度对社会组织进行能力建设,推动社会组织有效地参与社会/社区治理。The condition of social organization＇s ability directly affects the quality of the public service that the government purchases. Based on this situation, this article analyzes from the capacity building of social organizations in organizational governance and financial management, and the process that foundation provides funds, support organization provides professional guidance and skills, operational social organization who participates in, and also through trace and evaluation of the project of microfinance, thus proposes a kind of capacity building mechanism of social organization. This article suggests that the local government can loosen registration management system on social organization, take the initiative to seek cooperation with support organizations, provide various support and cultivate local social organization with potential development characteristic, and pay attention to network construction on regional interaction between social organizations.
