军工行业质量管理现况及监管对策思考

摘　　要：质量控制想来是国防科技工业发展战略的重中之重。首先,与任何军事企业的效益相比,军工产品的质量直接关系到战争的胜利和国家、民族安全,其重要性可见一斑。其次,技术密集,复杂系统的军工产品是高投入,高风险产业,因而在研发、生产过程中,不允许出现一点错误。为了确保军工产品的高质量,党和国家一直将"军工产品质量第一"作为长期国策。因此,军工企业的以高质量为方向,以提高军工产品的可靠性为重心,以促使军工产业的质量取得突破性的进展为目标,加强管理,建立新的质量管理模式,提高军工产品和军工产品质量体系质量保证能力,促进可持续发展国防科技工业。该文分为两大部分,首先重点分析了军工行业质量问题现状及原因,第二部分则是针对目前军工产业质量现状提出的相应对策及思考。Quality control is the most important defense industry wanted to develop strategies.First,the mili- tary than any benefit of enterprises,the quality of the product is directly related to military victory and the country＇s national security war,and its importance is evident.Second,technology-intensive,complex system of military products are high input,high-risk industries,and thus in the development, production process, allowed a little mistake.In order to ensure the high quality of military products,the party and the country has been the ＂military industrial product quality first＂ as a long-term policy.Therefore,the military enterprises with high-quality direction,in order to improve the reliability of military products for the center of gravity to promote the quality of the military industry to achieve a breakthrough goal,strengthen management,estab- lish a new quality management model to improve the military and military products product quality system quality assurance capabilities,to promote the sustainable development of the defense industry.This paper is divided into two parts,the first part focuses on the military industry quality management situation at pre- sent and the reason,the second part is the corresponding countermeasures and thinking for the quality of the current status of the proposed military industry.
