技术创新与标准相结合的农业产业化路径分析

摘　　要：农业产业化的重要动力是技术创新,而技术核心的确立以及其成为产业发展的基础则是技术标准的确立。"企业+标准+农户"模式是农业产业化的体制机制创新举措。由于农业技术标准化具备"柔性契约"功能、信息揭示功能,因此技术标准化能有效推动农业产业化。针对该模式可能会出现龙头企业与农户在利益博弈中容易出现矛盾、龙头企业对签约农户的生产过程监管难度大等问题,可从多重角度入手,鼓励企业与农户建立"紧密型利益联结机制"以结成利益共同体。政府也要做好农业标准化宣传与监督工作,并培育壮大农民专业合作组织,提升农户集体议价能力。Technological innovation is an important driving force of agricultural industrialization. Furthermore, the establishment of technical stan- dards is the basis of technological core and of its industrial development. ＂Enterprises＋standards＋farmers＂ mode is an institutional innovation ini- tiative of agricultural industrialization. As agricultural technology standardization has the ＂flexible contract＂ function and the information-revealing function, technical standardization can effectively promote the industrialization of agriculture. However, in this mode, conflicts are prone to arise between leading enterprises and farmers involving the interests of game, and it is also difficult for leading enterprises supervising farmers＂ produc- ing process. In this respect, we may encourage enterprises and farmers to establish a ＂compact benefit joint mechanism＂ to form a community of interests. Government should do well in publicity and supervision of agricultural standardization, and foster farmers＂ professional cooperative asso- ciations to enhance the collective bargaining power of farmers.
