摘　　要：高校软法包括了现行有关高等教育管理法律法规中的软法条款,大学章程是最具典型意义的软法。可从制定高校创新团队章程、高校动态联盟章程以及教师"网络群体"管理规范三个方面来创立高校虚拟组织的软法治理模式。University soft laws include “soft articles” in current higher education management laws and regulations, and university charter is the most typical soft law.There are three approaches to establishing the governance mode by soft law regarding university virtual organizations：making statutes as to university innovation teams, making statutes with regard to university dynamic alliance, and making regulations on teachers’ cyber groups.
