全民基本免费医疗才是医改的“中国梦”

摘　　要：对全民基本免费医疗的内涵进行系统界定,对我国实行全民基本免费医疗的必要性、可行性进行了探讨。我国实施全民基本免费医疗既有政治、经济、社会等方面的必要性,又在筹资机制、支撑体系和经验借鉴等方面具有现实可行性。需要在保障制度持续性、确定适宜筹资比例、规避道德风险和保证医疗效率质量等方面,实施针对性策略,以推动全民基本免费医疗的"健康中国梦"的实现。Based on the systematic definitions of its contents,this paper discussed the necessity and feasibility of the universal free basic medical service. The necessity of carrying out the universal free basic medical service is shown in political,economic and societal aspects. Meanwhile,it has feasibility of funding mechanism,supporting system and successful experience sharing. It was recommended that some targeted strategies should be implemented to improve the constancy of this system,determine funding ratio,avoid moral hazard and keep the quality and efficiency of medical services. Only when these strategies are implemented,will Chinese dream of universal free basic medical come true.
