将军品运输纳入航空军事运输保障体系的初步思考

摘　　要：分析了现行军品运输存在的主要问题和突出特点。提出了将批量小、时间紧、保密性强的军品运输纳入航空军事运输保障体系,由军交运输部门统一归口管理、统一组织实施,并研究提出了配套措施办法。为改革创新军品运输保障模式、完善军品运输保障体系提供参考。The main problems existing in and the prominent characteristics of the current transportation of military products are analyzed in the paper, with the suggestions of integrating the transportation of military products of small batch sizes, the trans- portation of urgently-needed military products and the transportation of military products strongly secrecy-demanding into the military airlifting support system put forward, all of which may be handed over to military transportation departments for uni- fied management and implementation. Other relevant measures and methods are also studied and offered in the paper, which may serve as a useful reference for reforming the transportation modes, creating new modes of military products and perfecting the transportation support system for military products.
