摘　　要：在"言必称民主"的时代,我们的"全部问题就在于确定民主的真正意义"。从民主的发生来看,民主不是商品,不能拿来贩卖;从民主的内容来看,"程序民主"固然重要,"实质民主"更为根本;从民主的形式来看,民主不限于普选,协商也是民主;从民主的价值来看,民主既有目的价值,也有工具价值;从民主的标准来看,民主没有通行的国际标准,各有各的模式;从民主的发展来看,民主无法速成,民主建设是一个过程;从民主的效果来看,本土的民主是个好东西,但也不是万能钥匙;从民主的目标来看,西式民主不是终点,民主依然在路上。In an era of 'we all speak of democracy', 'the whole problem lies in determining the true meaning of democracy'.From the perspective of its occurrence,democracy is not a commodity to be sold.From the perspective of its content, 'procedural democracy' is undoubtedly important,but 'substantive democracy' is fundamental.From the perspective of its form,democracy is not limited to general election,and deliberation is also a kind of democracy.From the perspective of its value,democracy has both objective and instrumental values.From the perspective of its standard,there is no single prevailing mode that can be applied everywhere.From the perspective of its development,democracy cannot be rushed into,but must be constructed step by step.From the perspective of its effect,local democracy is good but in no way a master key.From the perspective of its goal,Western democracy is not the destination and democracy is still on the road.
