摘 要:城市精细化管理对城市规划审批工作提出了更高要求,本文以上海为例研究特大型城市三维现状场景数据库构建方法和要素内容,根据特大型城市区域发展不均衡和管理需求多样化特点,提出三维现状场景精细分级标准,并将三维现状场景数据纳入基础地理数据库,实现对三维场景的生产、更新和应用的高效管理。结合上海三维审批管理应用需求,从设计条件、方案咨询、方案审理和三维竣工等四个环节明确了三维现状场景的具体应用方法,其中三维竣工成果实现了城市三维现状场景的动态更新。研究成果可为大型城市三维现状场景构建和三维审批工作的开展,以及其他相关领域的应用提供有益借鉴。Increased management of large urban centers has created a higher demand for city planning. Using Shanghai as an example, this paper studies database construction for three-dimensional (3D) status quo scenes in massive cities. The contents and production methods for 3D status quo scenes are described, and 3D scene classiifcation standards are systematicaly proposed. In order to manage and apply 3D scene data, database technology was used to incorporate 3D status quo scenes into a basic geographic database. Taking Shanghai 3D planning approval requirements into account, the application can produce design conditions, program advice and trials, and 3D acceptance surveys. Further, the 3D acceptance survey method can update the 3D status quo scene dynamicaly. Research in this paper has been used in a Shanghai 3D planning trial that began on March 1, 2013, and thus can provide useful insight into building 3D status quo scenes in other large cities.
