摘　　要：近年来,我国海外水电工程投资在国家"走出去"整体战略的指导下取得了前所未有的发展,但投资面临的困境与问题也逐渐暴露。为此,在剖析水电海外投资存在的问题以及投资特殊性的基础上,探讨了政府对企业投资进行引导的必要性,并进一步提出了政府引导的对策建议。With the pace acceleration of ＂Going out＂ strategy of China in recent years, the overseas investment on hydropower projects has made unprecedented development, but the difficulties and problems faced by investment have also gradually exposed. Through analyzing the problems and particularity of overseas investment in hydropower projects, the necessity of the government to guide business investment is discussed, and the countermeasures of government guidance are also proposed.
