摘　　要：Public policy is the intersection of social,cultural,political,and economic demands.This thesis apply a formal paradigm of policy analysis widely used in America for analyzing urban motorization and traffic congestion challenge in the city of Beijing,beginning with problem identification formation of alternative policy responses,and methods of selecting the most appropriate policy response.Public policy is the intersection of social, cultural, political, and economic de- mands.
