摘　　要：党的规矩是全党共同遵守的行为准则,是一个由多种规范形式组成、具有内在结构的规范体系。要准确理解党的规矩的基本内涵,必须围绕党的性质与宗旨来深入思考党的规矩的价值归依,正确认识党的规矩的基本形式,从内核与原点、党章、党的路线方针政策、党的纪律、工作惯例、社会道德、国家法律等七个层面全面理解党的规矩体系的内在结构关系。新时期要严明党的规矩,必须正确分析党内外不讲规矩现象的根源,结合习近平总书记关于讲规矩的六个方面讲话精神,探讨党的规矩建设的基本要求与基本思路。值得注意的是,讲党的规矩,既要讲"硬规矩"、也要讲"软规矩",既要破旧立新、更要深化党的建设制度改革,既要全党上下一致、更要以上带下。The norms of the CPC are a series of behavior criterions, which is a regulatory system composed of a variety of standardized forms, and at the same time enjoys cohesive internal structures. In order to understand the norms system of the CPC, its value orientation and basic forms must be correctly contemplated based on the characteristics and purposes of the CPC, and its internal structures must be clearly recognized from seven aspects, namely, the core contents, the origin, the Charter of the CPC, the lines and policies of the CPC, the disciplines of the CPC, the routine practices, social morality, and national laws. To strictly apply the norms of CPC in the new era, the origins of inconformity inside and outside the CPC must be appropriately analyzed, combining with the six aspects about conformity to the norms brought forward by General Secretary XI Jinping in his speech, the basic requirements and method of norm building must also be explored. It＇s worth noticing that both hard norms and soft norms must be followed. It requires for innovation, and at the same time deepening systematic reform of Party building. It demands consistency within the CPC from top to bottom, and at the same time effective leadership from the top.
