农地资本化现状及问题研究——基于南京市的调研

摘　　要：伴随着我国工业化、城镇化的快速推进,农村土地产权制度改革及农村土地资本化改革成为深化农村改革的重要突破口。该研究分析了南京市土地资本化改革进程中面临的土地确权工作进展缓慢,农村土地流转正规化和契约化程度较低,地区间土地流转程度差异明显,现行农村金融供给体制与新型农业经营主体需求不符等问题,并从制度规范、资产评估体系、农村社会保障体系及农地资本化风险担保、补偿机制方面提出了推动我国土地资本化改革的对策和建议。With China＇ s rapid industrialization and urbanization, the reform of the rural land property rights system and rural land capitalization system has become an important breakthrough in reforming rural areas. A number of problems with Nanjing＇ s land capitalization reform program was analyzed, such as process of land approval work is slow, the process of land circulation is often done without formal contracts and by an offi- cial process, ,the extent of land circulation differs greatly via regions, the available rural finance doesn＇t match the current needs of the agricul- tural business. Several＇ political suggestions to promote the reform of rural land capitalization were put forward from aspects of the system of rules, the asserts appraisal： system, the ruralsocial security system, the land- circulation compensation mechanism and risk insurance.
