摘　　要：自2006年中国做出"建设创新型国家"决策以来,科技型中小企业作为科技成果产业化的重要渠道,成为国家重点关注对象。但是由于金融资源约束瓶颈,发展步履维艰。科技型中小企业融资难的核心原因是其内在原因与外在环境所导致的信用不足。文章对美国、日本以及德国三国科技型中小企业融资增信体系建设比较分析后,以期对中国科技型中小企业融资增信体系建设有所启示。Since China made a decision to construct innovated country in 2006, mid-small size technologi- cal enterprise as a most important channel for industrialization of scientific and technological achievements had become the focus. However, the financing bottlenecks let it develop more and more difficultly. The internal causes and external environment lead the lack of credit. The paper compares mid-small size technological enterprise＇s financing and credit system construction among America, Japan and Germany, in order to give en- lightenment on China.
