新农保财政保障的地区公平性分析

摘　　要：以财政补助对各省域的保障能力为切入点进行分析,认为中央财政的补助政策有助于实现区域之间的公平,但在同一区域内,地方财政的养老保障能力与中央财政的养老保障能力排序一致,地方财政并不能实现与中央财政的互补,因而也难以真正地发挥将新农保的保障水平提高到与各地经济发展水平相适应的作用,即新农保的财政补助仅表现在绝对公平上,未能实现各地区之间的相对公平。为此,需要对新农保财政补助政策做出适当的调整和完善。This paper begins with analyzing the function of government financial aid to support provinces, and illuminates that state financial subsi dy policy will help to achieve the impartiality of different regions, but because the degree of Pension Security supported by local finance is consistent with that aided by state in the same region, thus, the local finance fails to make eomplementation with the state finance and play its role in impro- ving the level of the new rural social pension to be compatible with the local economy. In short, the financial assistance in the new rural social pen- sion turns out to be absolute fairness instead of realizing relatively fairness among regions. Therefore, it is necessary to make appropriate adjust- ments and improvement to the financial subsidy policies of the new rural social pension.
