论民主规模对民主成本的影响——以选举民主经济成本为中心的探讨

摘　　要：民主成本之高低受到多种因素的影响,其中民主规模是一个重要影响因素。由于经济成本是民主成本的一个重要组成部分,自然经济成本也会受到民主规模的影响。与之相似,作为民主政治基础工程的选举民主,其经济成本的高低也会受到选举民主规模的影响。人口的多少、地域的大小、时间的长短、职数的多寡等规模状况,都在或独立或叠加地影响到选举民主经济成本的高低。推进和发展选举民主,需要理性地关注选举民主规模的现实状况,惟其如此才可能使选举民主走得更稳健更扎实。The cost of democracy has been influenced by many factors, including the scale of democracy. The economic cost is an important part of the cost of democracy, and it is influenced by the scale of democracy natural- ly. Similarly, the cost of electoral democracy is influenced by the scale of electoral democracy. The scale situations such as the amount of population, the size of the area, the length of time, and the amount of positions, are inde- pendent or overlay to influence the economic costs of electoral democracy. To promote electoral democracy, close attention should be rationally paid to the reality of the scale of electoral democracy, only thus can make the electoral democracy more stable and solid.
