高校安全生产突发事件应急预案体系构建

摘　　要：高校可以通过合理构建安全生产突发事件应急预案体系,全面识别危险因素,预先制定应急对策,做到有备无患、临危不乱,尽可能地将突发事件的损失及危害降到最低。目前我国高校的安全生产应急管理还比较薄弱,针对高校安全生产突发事件应急预案体系的不足,明确了高校安全生产突发事件应急预案体系的分级和分类,并重点说明了高校安全生产突发事件应急组织机构及职责、应急报告和响应程序,为高校建立和完善安全生产应急预案体系提供借鉴。By reasonably establishing emergency plan system of work-safety, universities can find out the hazards, formulate emergency measures in advance, and minimize the losses and harms of the incident as less as possible. At present, the emergency management of colleges and universities in our country is imperfect. In this paper, the insufficience of emergency plan system of work-safety in colleges and universities was presented; the hierarchy and structure of the emergency plan system were stated briefly; moreover, the emergency organization and its responsibility as well as the emergency report and response procedures were pointed out. All of them will provide useful reference for colleges and universities to establish or complete the emergency plan system of work-safety.
