摘  要:目的探讨中山市社区卫生服务(community health service,CHS)工作人员激励现状及其需求状况,为制定有效的CHS激励机制提供科学依据。方法采用多阶段整群抽样的方法 ,在中山市选取3个镇区的815名CHS工作人员进行匿名问卷调查,采用Epi Data 3.1软件进行数据的录入和整理,使用SPSS 16.0统计软件对数据进行χ2检验分析(α=0.05),分析他们对激励机制的态度及其需求情况。结果仅241名(32.1%)工作人员对现行绩效考评程序明确表示满意;认为绩效考评的必要因素主要为:工作态度(530/70.7%)、出勤情况(514/68.5%)、合作精神(503/67.1%)、工作质量(496/66.1%)、工作效率(481/64.1%)等,而认为应考虑"居民满意度"的比例最低(380/50.7%);对于绩效考评的正向关注点主要集中在增加收入(628/83.7%)、增加福利(597/79.6%)、公平合理的绩效考评(531/70.8%),负向激励的主要依据有工作责任事故(429/57.2%)、违反规章制度(419/55.9%)、与服务对象关系紧张(362/48.3%);处罚方式主要为扣发工资或奖金(612/81.6%)、行政警告(257/34.3%)。结论中山市CHS机构应重点关注人员待遇和完善人员构建状况有待提高,应构建适合本地区实际、高效的CHS激励机制,以促进CHS的快速健康发展。Objective To study the current situation and the needs of incentive of the staffs in community health service institutions of Zhongshan city, and provide the effective strategy on the policy making of incentive mechanism. Methods Multi-stage cluster sampling method was used to select three towns of Zhongshan city, and made the anonymous question- naire survey with 815 medical staffs form the selecting towns. The data entry was used the EpiData 3.1 software,and chi- squared test was conducted by using spss 16.0 software to analyze the attitude and need on the incentive mechanism of community health service. Results Only 241 (32.1% ) of the staffs were satisfied with the current performance evalua- tion procedure; the staffs thought that the necessary factors mainly for performance evaluation were: work attitude (530/ 70.7% ) ,attendance (514/68.5%), team spirit (503/67. 1% ), the quality of work (496/66. 1% ), work efficiency 481/64.1% ), and so on. However, resident satisfaction (380/50.7%) was lowest considered; positive attention perform- ance evaluation mainly focused on: increasing income (628/83.7%) , increasing welfare (597/79.6%), fair and reason- able performance evaluation (531/70.8% ). On the contrary, negative incentive was mainly based on the work accidents (429/57.2%), violation of regulations (419/55, 9% ), tensions with service object (362/48.3%) ; The way of punish- ment is wage or bonus withholding (612/81.6%) ,administrative warning (257/34.3%). Conclusion The community health service incentive mechanism of Zhongshan city was not good. Effective incentive mechanism of community health service should be constructed to promote the benign operation and healthy development of community health service.
