煤炭工程经济签证制度探析

摘　　要：基于煤炭工程建设的特殊性及实际操作中的问题,分析了煤炭工程经济签证制度对建设工程状态的即时记录和确认及其投资的动态控制、明确建设工程施工合同当事人的权利义务关系、减少合同纠纷、保证工期和工程质量的重要作用,阐述了制度约束对煤炭工程建设的意义,针对煤炭工程建设中长期存在的问题提出了建设性的对策和建议。Based on the specialty of the coal project construction and the problems occurred from the actual operation, the pa- per analyzed the economic visa system of the coal project. A dynamic control of the immediate recording and confirm of the coal construction project status and the investment should be dynamic control. The parties of the project construction contract should have a clear definition on the relationship between the rights and obligations in order to reduce the contract dis- pute and to ensure the construction period and project quality. The paper stated the significances of the system restriction to the construction of the coal project. According to the long time existed problems in the coal project construction, the construc- tive countermeasures and proposals were provided.
