摘　　要：文化是实力的综合体现。构建面向丝绸之路经济带共建提供文化交流设施、产品、服务及制度与措施的文化交流服务体系,是共建丝绸之路经济带的精神纽带、经贸合作和人文交流三大支柱的重要内容,也是促进丝绸之路经济带共建的有效途径和重要力量。中国力主共建丝绸之路经济带,必须积极构建与丝绸之路经济带共建相适应的开放型文化交流服务体系,坚持将构建与丝绸之路经济带共建相适应的文化交流服务体系作为深化文化体制改革的重要内容,健全与丝绸之路经济带共建相适应的文化交流服务体系的制度措施,强化与丝绸之路经济带共建相适应的文化交流服务体系的功能,坚持以先进文化引领与丝绸之路经济带共建相适应的交流服务体系的体制机制创新。Culture is the comprehensive embodiment of strength.Structuring cultural interaction and service system turnning towards the Silk Road Economy Take is an important content in spirit link,economic and trade cooperation and cultural exchanges ,as well as an effective way to promote the Silk Road Economy Belt construction. For China, who dominants structuring the Silk Road Economy Belt,first,must construct exoteric cultural interaction and service system adapting to the Silk Road Economy Belt construction,at the same time,put it as an important content of cultural system reform. Second,must perfect its institutional measures. Third,must strengthen its function. Finally, must adhere to using advanced culture to lead its system and mechanism innovation.
