摘　　要：涉检信访概念的内涵外延一直未得到明确界定,将检察机关信访工作中"涉检信访"、"诉讼案件"进行区分的问题也亟待解决。为了检察机关涉检信访工作的进一步完善,需从内外两个层次的"诉访分离"重新界定涉检信访的概念。从内部"诉访分离"角度,涉检信访是指公民、法人或者其他有关单位,经过诉讼、诉讼救济程序已处理完结,继续向检察机关反映的信访事项。在诉访分离的机制下处理涉检信访工作,更有利于化解信访矛盾、节约司法资源、维护司法权威,同时也有助于信访人员的权利保障。The concept＂ of petition on procuratorial issues is not clear. Separating the proceedings and petition letters is also an important problem need to be solved. We should redefine the concept of petition on procuratorial issues from the inside and outside, in order to improve procuratorial work. From the perspective of internal separation, we define it as issues that citizens, legal entities or other organizations petition to procuratorate because of some effective judgements or suspension of an action. Under the background of separation between the proceedings and petition letters, it can be more conducive to resolving contradictions, save more judicial resource, vindicate the judicial authority, and guarantee the rights of people.
