摘　　要：苏州图书馆总分馆建设起步于2005年,到今年已有十年的历程,形成了特色鲜明的"苏州模式"。"苏州模式"早期缘于行业自主创新,后期实现制度化,其公共图书馆服务的全覆盖主要通过分馆、轨道交通图书馆、集装箱图书馆、网上借阅社区投递和24小时自助图书馆等方式实现。"苏州模式"的特点在于,以"全委托"和"非联盟"的紧密型总分馆为体系架构,以"全覆盖"与"高效益"为建设目标与价值追求,以持续创新为发展动力,以科学研究发现为制度设计依据。而建设主体与管理单元的非同一性、同城效应的非完全性、分馆员工的不稳定性,则是"苏州模式"发展的制约因素,需要在后期发展过程中逐步解决和完善。表1。参考文献8。It has been a decade since Suzhou Library constructed its main-branch library system in 2005. This system is now quite famous as ＂Suzhou Model＂, with distinctive characteristics. In its early stage, Suzhou Model is just a product of an independent innovation by Suzhou Library, but later, it has become an institutionalized system. Suzhou Model achieves its full coverage of public library services through numerous ways, such as branch libraries, rail transit libraries, container libraries, community delivery service （even you lent books from the network）, 24 hours self-service libraries, and so on. Suzhou Model has its own characteristics, which include, its structure of compact main-branch library system, which can be expressed as ＂full delegation＂ and ＂non-consortia＂ ; its construction objectives and value pursuits, which can be expressed as ＂full average＂ and ＂high efficiency＂ ; its development dynamic, which comes from continuous innovation; and its rigorous design process, which relies a lot on research results. However, there are still some serious factors that are constraining the development of Suzhou Model, which need to be resolved gradually during its growth process. The main problems include the non-identity of its construction agents and administrative units, the incompleteness of its ＂Urban Agglomeration Effect＂, and the instability of staffs in branch libraries. 1 tab. 8 refs.
