摘　　要：水利项目稽察评价很大程度上依赖于稽察专家的业务水平,但目前对项目建设管理水平还没有一个统一的量化认识与判断方法。基于层次分析法的评价方法把稽察项目的评判从定性分析转化为定量分析,用稽察评价指标建立判断矩阵并进行一致性检验,最终计算出各指标的单层权重与合成权重值,从而实现对项目建设管理整体水平进行全面客观的评价。Inspection evaluation for water conservancy project relies on the experts＇ operational level to a great extent. But project construction management has not been quantitative understood and judged at present. Based on evaluation method of analytic hierarchy process （AHP）, juding criterion is changed from qualitative analysis to quantitative analysis. This method can establish judgment matrix and conduct consistency check by inspection evaluation indicators. Finally, the weight value of single-layer and synthetic of each indicator are calculated that can achieve comprehensive and objective evaluation from the overall level of the project construction.
