摘　　要：将国家级开发区群体视为一个产业,单个开发区视为一个企业,提供投资环境和土地资源等"产品和服务",投资者视为开发区"产品和服务"的消费者,根据观察到的经验事实,将产业组织的SCP模型转换、修正成开发区组织的SCP范式,利用这一新成果,以从外部环境、经济发展中开发区之间的关系结构、开发区行为和开发区绩效等方面来实证分析国家级开发区,可为国家级开发区的发展提供新的理论分析工具,并提出合理建议。State Level Development Zones are regarded as an industry, A single Development Zone as a production enterprise, investors as consumers. According to the experience of the observed facts, the authors transform and amend the SCP model of industrial organization as SCP paradigm of the Development Zones＇ organization. Using the new achievement, the authors analyze the Development Zones from the points of external environment, the relationship structure among them in the economic process, their conducts and the performance, etc. The authors hope to provide new theoretical analysis to the development of State Level Development Zones, and put forward reasonable suggestions.
