摘　　要：回顾了发达国家现代城市雨洪管理的理念和模式,以最佳管理措施(BMPs)和低影响度开发(LID)为重点介绍了国外主流的雨洪管理理念、技术和制度措施。结合我国城市雨洪管理现状和存在的主要问题,对我国雨洪管理提出了完善排水系统、转变雨洪管理理念、加强相关法律建设和政策支持等建议。The concepts and models of modern urban rainfall flood management are reviewed. An introduction is made on the concepts, technologies and institutional measures for mainstream rainfall flood management with focus on the Best Management Practices （BMPs） and low-impact development （LID）. Considering the current situation and main problems of urban rainfall flood management in China, recommendations are given regarding to rainfall flood management, such as making improvement for drainage, making beneficial use of rainfall flood by changing our attitude and strengthening legislation and law reinforcement and policy support.
