摘　　要：中国特色现代大学制度的构建,就大学本身来说,需加以系统性地顶层设计。学校章程具有大学宪章作用,是规范学校内部"权力机构与人物"及各利益诉求方的律例。就现实作用来看,章程建设其重要性显然大于文本撰拟与文本本身,只有把章程建设搞好了,才能安妥地构建内部运行机制,从而形成最优化的治理机制。The construction of a modern university system with Chinese characteristics , in terms of the university itself, requires a top-level design systematically. The university statutes function as a charter for the university. They are institutions concerning the specification colleges , authorities and teaching staff. From the practice, constituting the university statues is of more significance than the statues texts. Only when the constituting work is done, could the internal operating mechanism function well, therefore, to optimize the governance mechanism.
