摘　　要：论述了项目投资管理在企业管理中的地位和作用,从综合能源企业的特点出发,指出了综合能源企业在进行项目投资评估时,不仅要注重项目的经济效益,同时要注重环境效益。运用TOPSIS方法,通过设置经济效益和环境效益两个方面的指标,对项目进行优劣排序。并运用0-1整数规划模型,使企业在资源约束下可以得到项目的最优组合。为综合能源企业的资源平衡配置提供有效的、可量化的判断依据和手段,具有现实的应用意义。The paper discussed the position and role of the project investment management in enterprise management, and pointed out that, according to the feature of integrated energy enterprise, integrated energy companies should pay attention to both economic and environmental benefits. Projects were ranked using TOPSIS method and indexes of economic and environmental benefits. And the 0 - 1 integer programming model was used to get the optimal combination of the projects under resource constraints, so as to provide effective and measurable method for project investment management in integrated energy companies.
