环境污染群体性事件预防措施研究——基于对平顶山市石龙区环境污染的实证分析

摘　　要：河南省平顶山市石龙区环境污染现状、污染类型具有一定的代表性。环境污染不断恶化人们赖以生存的家园,导致环境污染群体性事件频发,严重威胁着社会稳定和经济的进一步发展。环境污染群体性事件发生主要由于一些建设类项目不符合环境评价标准,引发民众对政府政策的质疑和对环境污染的担忧,政府的不当行为使矛盾激化、升级。环境群体性事件的预防措施可以从两方面着手:一方面,通过完善环境保护立法,推行环境污染第三方治理模式,构建环保系统风险评估体系等,从源头上消除环境污染群体性事件的起因;另一方面,政府在事关重大项目决策时要关注民生,听取民意,信息要公开透明,以减少导致环境污染群体性事件的诱发因素。Environmental pollution in Shilong district, Pingdingshan City, Henan province has certain representativeness. Environmental pollution worsens the environment of local people＇s existence, leading to mass events frequently, posing a serious threat to social stability and the further development of the economy. The main causes of mass events for environmental pollution are as follows： Some construction projects do not meet environmental assessment standards, causing people to question governments＇ policies and concern of environmental pollution. Local governments＇ misconducts in dealing with the incidents make things worse. There are two-pronged approaches in precautions against environmental mass events： First and most important is to implement a third-party environmental governance, building environmental systems, such as risk assessment system to eliminate the causes of environmental mass incidents from the source; Secondly, local governments should pay more attention to people＇s livelihood in making the decisions projects, care more about the public opinions, and carry out the information transparency firmly, so as to reduce the social instability.
