摘 要:文章梳理分析了我国市郊铁路投融资模式的现状,认为在目前政府决策、政府投资、政府提供的模式下,存在投融资模式单一、融资工具使用少、主流融资工具与市郊铁路运营特性不匹配、主流投资回报机制缺乏激励约束机制等问题。未来应该积极组合使用多种投融资模式,促进投资主体多元化,提高财政资金的使用效率,积极使用长期融资工具,创新多模式的投资回报机制,以适宜的投融资模式促进市郊铁路的快速和可持续发展。The essay analyses the status of investment and financing mode of China's suburban railway and points out the existing problems, then puts forward the suggestions. The essay argues that the mode is too single and lack of usage of financing tool, the mainstream financing tool doesn't match the operation characteristics of suburban railway, the major investment return mechanism is lack of incentive and constraint mechanism, as the suburban railway is under the mode of government decision, government investment and government supply as well. To promote the rapid and sustainable development of suburban railway, the investors should be diversified through the combined use of several investment and financing modes; the efficiency of the fiscal fund should be improved; the long-term financing tool should be pay more attention to; the investment return mechanism could be innovated and diversified.
