摘　　要：治理机制是网络治理的前提与基础,治理能力是网络治理的目标和绩效体现,完善的治理机制是提升治理能力的保障。本文将网络组织作为研究对象,运用文献回顾与检索、归纳分析以及专家访谈等方法,就网络组织治理机制对治理能力的影响进行理论分析。本文的创新性在于,开发了网络治理能力量表,并进行严谨的信度效度检验,提出改进治理能力的措施建议。The governance mechanism is the premise and basis of network governance, governance capability is the objective of the network management and embodiment of its performance, improvement of governance mechanisms is the guarantee to enhance governance capability. In this paper, as the study object, the network organization will be analyzed deeply. We will use literature review and retrieval, inductive analysis and expert interviews and other methods, to analyze theoretically the impact of network organizational governance mechanisms on governance ability. Then we use questionnaires, structural equation model for empirical validation. Development of network management capability scale and rigorous reliability and validity testing are the innovation of the article. We recommend how to improve governance capabilities through empirical research the effect of governance mechanisms on capability.
