大型体育赛事举办与改善民生的关系研究

摘　　要：为消除社会各界对政府办赛社会效益的质疑,推动政府办赛为民的可持续发展,采用文献资料法、个案研究法、专家访谈法等,以近年举办的大型体育赛事为个案,探求大型体育赛事举办与改善民生二者之间的关系。研究结果显示:举办大型体育赛事为改善民生提供了丰富的内容和有效手段;举办大型体育赛事可以增强人民的民生权益保障意识,可以完善服务民生、保障民生和改善民生的社会规制,可以拉动相关产业发展,提高人民生活品质、可以加速政府改善民生的社会实践等促进作用。同时,政府办赛也会滋生追逐政绩,导致行为失范和办赛惠民的盲动性和效率低下性。针对政府办赛的双重社会效益,提出如下结论与建议:1)举办大型体育赛事对当地政府改善民生构成倒逼机制并为改善民生创造了有利条件。2)大型体育赛事举办与改善民生之间存在着既矛盾又相互统一的辩证关系。3)必须转变政府职能,发挥政府在赛事举办和改善民生中的主体作用,建立起责任政府、法治政府和服务型政府,促进政府办赛惠民决策的科学化、法治化、高效化。4)建立科学的政府办赛绩效考核机制,规避政府办赛惠民的盲动。5)政府办赛要优化公共资源,节俭办赛,将更多的资源投入到改善民生的实际需求中去。In order to eliminate the community questioned for government holding Large-scale sports events to promote the sustainable benefits development for the people＇ s livelihood, we use literature reviews, case studies and expert interviews to explore the relationship between large-scale sporting events held by government and people＇ s livelihood improved by such cases as large-scale sporting events held in recent years. The results showed that hosting large-scale sports events could pro- vide rich content and effective means to improve the people＇ s livelihood;hosting major sports events can enhance the live- lihood rights of awareness to protect the people, could give the social regulation to improve people＇ s livelihood, serve peo- ple＇ s livelihood and safeguard people＇ s livelihood and also could pull up relevant industrial development,raise the quality of people＇ s lives and accelerate the government to improve people＇ s livelihood. Meanwhile, the government holding large- scale sports events may breed chasing performance, resulting in its behavior anomie and recklessness and its efficiency re- sistance. By such social seasons, we made such following conclusions and recommendations： 1 ） hosting large-scale sports events may come into a forced mechanism on the local government to improve people＇ s livelihood and create favorable conditions for improving people＇ s livelihood. 2） There would be not only a mutually contradictory, but also dialectical unity relation between large-scale sports events held and people＇ s livelihood improved. 3 ） City government should transform its functions and role between organizing large-scale sports events and improving people＇ s livelihood in full role, and establish responsible government, service-oriented govemment,law and rule government to promote its decision-making scientifical- ly,lawfully and efficiently. 4）Establishing a scientific performance evaluation mechanism for holding large-scale sports e- vents by government to benefit people＇
