摘　　要：两个不同国别的企业在第三国市场进行 Cournot竞争 ,其中一个企业从事带有溢出的 R&D活动。本文考虑创新企业政府从社会福利的角度出发如何确定 R&D补贴策略。研究表明 ,不对 R&D进行补贴或征税是最优的 。Two firms located in two different countries engage in Cournot competition in a third country's market. This paper considers the government optimal R&D subsidy policy to the innovating firm in the light of social welfare. It is shown that no subsidy or taxation to the R&D is optimal, which is quite different from the intuition and the existing results.
