摘　　要：中美轮胎特保案是中美贸易摩擦中具有浓重政治经济因素的典型案例,其形成、发展、影响与中美两国政治、经济、制度、利益集团密不可分。对贸易摩擦的形成和影响应系统地(包括国别层次上、摩擦过程上、制度层面上)进行预防和应对。The tire safeguard case is the strong political and economic factors in the sino-us trade friction of typical cases, its formation, development, influence and the politics, economy, system, China and the United States interests are inseparable. For the formation of trade friction and impact should be systematically, including on the national level, the friction process, the system level） to prevent and respond to.
