摘　　要：社会治理是政府主导下多元主体相互协调共建社会秩序的活动,目标是建构新的治理"主体-体制-机制-机理-环境-架构-过程-秩序"的社会系统结构和运行模式。社会治理作为系统的社会工程活动,其基本内容是从社会系统整体出发,整合社会治理机构;培育社会组织,调整政府与社会关系,形成"政府-社会组织-社会成员"三级衔接的多类型社会治理体系,建构具有中国特色的社会治理模式。社会工程强调从价值、规律、情境出发建构社会模式的方法,为正在建设和发展中的中国社会治理模式提供了方法论支持。Social governance is a government -leading and a multi -elements coordination to build social orders which aims at the construction of the new social systematic structure and its operational mode of the governance of ＂subject -system -mechanism -mechanism -environment -framework -process -order＂.As a systematic social engineering ac-tivity,the content of social governance lies in the integration of the social governance institutions by taking social system as a whole.It also means to cultivate social organizations and adjust the relationship between the government and the so-ciety so as to form a diversified social governance system featuring three levels of ＂government -social organization -so-cial member＂and to build social government mode with Chinese characteristics.As far as the construction of the social mode is concerned,social engineering puts emphasis on the value,common law and the situation hence to provide a new method to the construction and development of social governance in China.
