论善治理念下的“三规合一”之路  

On "The Integration of Three Plannings " Based on the Concept of Good Governance

摘　　要：国民经济与社会发展规划、城乡规划与国土规划职能反复合并、分离,难以走出"一放就乱、一收就死"的循环怪圈。近年来,"三规合一"的呼声渐高,在分析"三规"混乱的原因、"三规合一"的困难及可行性的基础上,运用新公共管理的善治理论,对实现"三规合一"的措施进行探讨,提出了向社会转移职能、机构调整(借鉴行政三分制)、统一标准和"一张图"管理等措施。The repeated integration, separation of national economy and social development planning, and urban planning and land planning cannot avoid the vicious circle of ＂liberalizing the governance will lead to confusion, while tightening control will result into the loss of function ＂. In view of the ＂the integration of three plannings＂ being in- creasingly strongly proposed, we try to analyze the reasons for the confusion of ＂the integration of three plannings＂, its difficulties and the feasibility, based on which we discus the practical measure for ＂the integration of three plan- nings＂ with the theory of good governance, proposing the measures such as shifting function to the society, adjusting mechanism （ with administrative three association system as a reference）, uniting criteria and ＂one diagram＂ man- agement, etc.
